Transparency Information under the European Media Freedom Act

The European Media Freedom Act (EMFA, Regulation (EU) 2024/1083) is intended to protect the freedom, independence and transparency of the media in Europe. A key element of the Regulation is the obligation of public bodies to publish expenditure on state advertising electronically, transparently and in a user-friendly manner.

The aim is to provide transparency on which public funds are allocated to media service providers or online platforms.

Pursuant to Article 25(2) EMFA, public entities publish the following information once a year:

  • Type of measure: e.g. print advertisement, radio or TV spot, online or social media campaign, recruitment advertisement
  • Recipient or contractor: publisher, broadcaster, agency or platform
  • Volume of expenditure: amount in euros
  • Period or year: reporting year of the measure

This publication obligation applies to all paid advertising and information campaigns carried out via media service providers or online platforms.
